RESIDENTS in the Marlborough area have been warned not to be taken in by a carpet cleaning company operating a “bait and switch” scam.
The company has been ringing householders in Burbage, Mildenhall, Aldbourne and Ramsbury offering carpet cleaning for a special offer of £8.99 for two rooms.
When the householder takes the bait, an engineer calls, who rubbishes the £8.99 offer and says it will do more harm than good. He recommends a more expensive option, which turns out to cost at least ten times as much.
PCSO Mark Braithwaite of Marlborough police said: “It is strictly illegal to do this and if anyone is faced with this situation they should inform the police immediately.
“As is so often the case, if it sounds too good to be true, that’s because it probably is.”

I have been cautious about predicting the longer-term strategic implications of the massive earthquakes and tsunami that hit Japan on March 11. To begin with, years ago I lived for a summer in the part of Japan that has born the brunt of this disaster, interviewing farmers and politicians for a column I struggled to write each week in Japanese for the local Iwate Nippo Newspaper. The images of death and destruction, especially to the beautiful Sanriku Coast, have been heartbreaking for me to watch. A second reason for caution is the lesson many of us learned trying to anticipate the longer-term impact of the December 2004 Asian Tsunami. Most of us in government at the time expected that the civil war in Sri Lanka would end because the tsunami had destroyed the Tamil Tigers’ fleet and coastal bases, but that the insurgency in Aceh, Indonesia would grow worse because the tsunami had destroyed the Indonesian Army’s bases and lines of supply. The exact opposite occurred – the Sri Lankan civil war dragged violently on for five more years, but Indonesian President Susilu Bambang Yudyuhono managed to sign a peace agreement with the Free Aceh Movement (GAM) within six months of the disaster. A final reason for caution is that the scope of the disaster is not yet clear — particularly at the Fukushima nuclear power plant, where a few dozen engineers bravely remain to cool the reactor cores.

AROUND 50 students in Yorkshire are believed to have been conned by a suspected email scam which has seen their loan payments go missing after they were tricked into giving their personal details.

The victims are thought to have responded to a bogus email claiming to be from Sheffield Hallam University informing students that they could qualify for extra financial support.
The students were asked to supply personal information to see if they were eligible to receive a new bursary.
An investigation is underway to establish how this information was used to change the details on 50 loan payments which were due to go into the undergraduates’ accounts last month.
Maintenance loans are paid to students three times a year and it is feared that tens of thousands of pounds could have been diverted through the suspected scam.
South Yorkshire Police, the university and the Students Loan Company are now investigating.
Sheffield Hallam is also working to support students suffering financial hardship as a result of the loans not reaching their accounts.
A spokeswoman for the university said: “We are aware that some of our students may have been targeted in a phishing scam, which may have affected their funding with the Student Loans Company.”
Both the university and the Students Loan Company have confirmed that around 50 students are believed to have been affected.
A statement from the company said: “Students at Sheffield Hallam University have alerted us to a scam which may have resulted in their personal details being accessed by a third party.
“We are working with the university to investigate the extent of this and the police have been informed. To ensure that we minimise the risk of further incidents, we have put in place additional security measures.

“We understand the university has put in place support measures that will assist any student who may be at risk of financial hardship as a result of this.”
Caroline Dowd, president of the Students’ Union at Sheffield Hallam University, has warned students not to hand out their personal details. South Yorkshire Police has urged any students who have been affected to contact them on 0114 2202020

MANISTIQUE – Residents of Schoolcraft County are being warned about a telephone scam in Schoolcraft County.
Manistique Public Safety Director Ken Golat said there have been numerous attempts in the past several weeks to fraudulently obtain banking account information.
The attempts have been made by a telephone call, whereby the caller states that he or she represents a local bank or financial institution in the Manistique area.
The caller then advises the intended victim their account has been compromised and that they need their account and Social Security numbers immediately to prevent theft.
In a spin off scam, other residents have received call that their debit card sponsored by a named Manistique financial institution has been compromised and the intended victim should provide the caller with those numbers.


Public Safety officers are reminding the public they should never give out any personal or account information over the phone, no matter what the supposed circumstances.
If a person should receive any such call requesting this information they should hang up immediately and contact their local bank or credit union to determine what is going on.
If this is determined to be a fraud scam, which a vast majority are, the person should then report this attempted fraud to the Manistique Public Safety Department by calling 906-341-2133.

To make the Web experience better, Google and its Web peers like Mozilla have been tuning their JavaScript engines over the past few years and pursuing speed gains anywhere they can be found. The search giant has also pushed for faster Internet connectivity, through lobbying and ultra-fast broadband tests in a few communities. Its goal is to make Web page load times cease to be noticeable.
We’re not there yet. Web page bloat is still a problem. Unpredictable network conditions continue to be a fact of life online, particularly on mobile networks, so it’s still advisable to optimize Web pages for rapid loading.

Two years ago, Google released a browser extension called Page Speed to help Web developers and publisher evaluate Web page performance. It performs tests on Web pages to identify potential slowdowns. With leaner Web pages, site owners can expect happier users and better engagement, or so the theory goes.
Google’s speed obsession remains ongoing. Last year, the company released an Apache module called mod_pagespeed that rewrites the Web pages it serves to load faster. This year, Page Speed was offered as an API, so that developers could integrate performance analysis testing into their workflows.

The most recent manifestation of Google’s fixation on speed is the Page Speed Service, an online service that accelerates web page load times.
“To use the service, you need to sign up and point your site’s DNS entry to Google,” said Google engineering manager Ram Ramani in a blog post. “Page Speed Service fetches content from your servers, rewrites your pages by applying Web performance best practices, and serves them to end users via Google’s servers across the globe. Your users will continue to access your site just as they did before, only with faster load times.”
According to Ramani, Google has seen speed improvements ranging from 25% to 60%.

Initially, Page Speed Service is being offered to a limited set of website owners at no charge. However, it will be a fee-based service when it’s made widely available later this year. Those interested in access can request admission through a Google Web form.
